House approves village, SK polls postponement on final reading

MANILA – The House of Representatives on Tuesday passed a bill on final reading that would postpone the December 5, 2022 barangay and Sangguniang Kabataan elections (BSKE) for one year.

On third reading, the house approved House Bill 4673, which proposes to defer this year’s BSKE and change its date to the first Monday of December 2023, with 265 affirmative votes, six negative votes, and three abstentions.

The bill stipulates the subsequent synchronized BSKE was also set on the first Monday of December 2026 and every three years thereafter.

Once enacted, incumbent barangay and SK officials will keep their holdover positions “unless dismissed or suspended for cause sooner.”

House Majority Leader Manuel Jose Dalipe previously stated that Speaker Martin Romualdez supports the proposal because it would allow the Commission on Elections (Comelec) and local government units to better prepare for clean and orderly barangay elections and give the government ample time to implement corrective adjustments to the honoraria of poll workers.
