MANILA – Senator Juan Edgardo “Sonny” Angara urged for the synchronization of the plebiscite regarding Charter change (Cha-cha) with the 2025 midterm elections as a measure to save government funds.
As the chairman of the Senate Subcommittee on Constitutional Amendments and Revision of Codes, he spearheaded the public hearing on Monday concerning Resolution of Both Houses (RBH) 6, which aims to amend certain economic provisions of the 1987 Constitution.
“We have to reconcile that timeline of having the plebiscite along with the 2025 elections because [holding a] plebiscite is costly,” Angara said in Filipino and English in a radio interview.
The senator added that the synchronization would not only streamline the process but also result in substantial savings for the government.
“Let’s just be practical so we can save public funds. I think that would be better, but that’s my personal opinion,” added Angara, also the head of the Senate Committee on Finance.
“I have to consult my colleagues as to the timeline of the plebiscite because the efficiency and economics [of the synchronization] would be discussed to determine how the government would be able to cut costs,” he said.
The hearing on RBH 6 centered on the proposed amendments to specific economic provisions of the 1987 Constitution, particularly those related to public services, education, and advertising.
Senator Angara expressed optimism that, shortly after the filing of certificates of candidacy for the 2025 midterm elections in October, both the Senate and the House of Representatives would have come to a consensus on which economic provisions should be amended.
However, House Majority Leader Manuel Jose Dalipe dismissed Angara’s suggestion.
“We would like our voters, the voters in this country, decide on the matter that would be the only thing that they would decide on. The question is only Yes or No, and we don’t want to mix it with an election where you have candidates for national position [and] in [the] local election, and you have different groups trying to get elected,” Dalipe said.
“It is better to really get that voice of the people in a referendum; let us make it a separate topic. We should not mix it with a regular midterm election so it would be preferable,” he added.
He challenged all senators to disclose their stance on Cha-cha.
