MANILA – The Philippine National Police-Criminal Investigation and Detection Group (CIDG) is filing cases against Gwyneth Chua, a returning overseas Filipino who violated quarantine protocols, her parents, and several hotel quarantine facility staff.
The CIDG said in a statement to reporters that it would file charges against nine people, including Chua, her father and mother, and staff of the Berjaya Makati Hotel, where she was supposed to be quarantined after returning from the US on December 22.
The National Capital Region (NCR) CIDG unit, which is probing the case, confirmed that Chua’s father picked her up from the hotel around 11:40 p.m. on December 22.
It also set the following timeline:
• On December 22, Chua was transported to the Berjaya Makati Hotel, where he checked in at 11:23 p.m.
• Chua was fetched from the hotel by her father in an SUV at around 11:40 p.m. of the same night and drove off;
• Through CCTV footage and witness accounts, investigators were able to confirm Chua’s presence in one of the restaurants on December 23.
• On December 25 at 9 p.m., Chua returned to the hotel assisted by her mother.
Chua was also seen dining with several pals at the Kampai Bar and Mijo Comfort Food, both in Poblacion, Makati City, according to investigators.
Returning from overseas, Chua was required to follow the health regulations enforced by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases and the Department of Health.
“Her action of leaving the quarantine facility and disregarding the quarantine procedure violated Rule XI Section 1 (g) (iii), (iv) of the IRR of (Republic Act) 11332 (Mandatory Reporting of Notifiable Diseases and Health Events of Public Health Concern Act),” the CIDG said.
It stated that it “did not find sufficient evidence” to charge any of Chua’s companions the night after she violated the quarantine.
It did, however, motivate Chua’s friends to file a complaint.
Chua is being held in isolation at one of Metro Manila’s facilities, according to the CIDG, after her swab test results turned out to be positive on December 26.
