Philippines, Japan tackle digitalized court proceedings

MANILA – The focus of discussions between Chief Justice Alexander Gesmundo and his Japanese counterpart centered on the adoption of technology in court proceedings.

As per the Supreme Court Public Information Office (SCPIO) on Tuesday, this meeting occurred during a courtesy visit of a Philippine high court’s delegation to the Supreme Court of Japan on March 7.

Chief Justice Gesmundo led the delegation, which included Associate Justices Rodil Zalameda, Samuel Gaerlan, and Jose Midas Marquez. They were accompanied by Philippine Ambassador to Japan Mylene Garcia-Albano and Consul General Charmaine Serna-Chua.

During the visit, Director Katsuya Kusano and Attorney Mao Kanda of the Japanese Supreme Court’s Digital Promotion Section provided the Philippine delegation with an overview of Japan’s advancements in digitalizing court proceedings.

Meanwhile, Gesmundo shared the Strategic Plan for Judicial Innovation 2022-2027, outlining the innovation roadmap of the Philippine Judiciary.

“During the exchange, the two Chief Justices agreed that the digitalization of court proceedings, particularly the implementation of videoconferencing hearings, is extremely beneficial for archipelagic countries like Japan and the Philippines,” the SCPIO said.

“In Japan, web conferencing was introduced for civil suits in February 2020. While in the Philippines, the guidelines for the conduct of videoconferencing hearings have likewise been in place since December 2020,” it added.

The Chief Justices also addressed the forthcoming meeting of the Council of ASEAN Chief Justices, which is set to be hosted by the Philippines.

It’s noteworthy that Japan is one of the ASEAN+ nations, alongside China and South Korea.
