DBM cautions public vs. fraudulent solicitation schemes

MANILA – The Department of Budget and Management (DBM) warned the public on Monday not to fall for a fraudulent solicitation scheme in which people posing as DBM officials or staff collect money supposedly to enable quicker issuance of funds for programs and projects.

According to the DBM, some scammers have been drafting documents and asking local chief executives to sign the requests, identify contractors, and ask for money, under the false pretense that the release of the subject funds will be expedited soonest.

“The DBM, under the leadership of Secretary Amenah F. Pangandaman, condemns such fraudulent claims and activities, and vows to coordinate with proper authorities to investigate and determine swiftly those who are involved in this scam,” the agency said in a statement.

“We shall neither tolerate nor condone false representation and solicitation of this nature in any way, form, opportunity, and manner, as the same is considered illegal and unlawful,” it added.

The DBM stated that it is collaborating with relevant authorities to conduct a comprehensive probe into these unlawful activities.

“We shall exert all efforts, within the fullest extent of the law, to identify, apprehend and file the appropriate charges against these deceitful individuals and groups,” the DBM said.

The agency is also collaborating with the Department of the Interior and Local Government (DILG) to issue a memorandum warning and directing local government units to take action against such illegal activity.

“We at the DBM and its attached agencies do not, and will not, authorize any person or group to negotiate and solicit money from the public in exchange for favors,” it added.

The DBM stated that it adheres to existing laws, rules, and regulations regarding the release of funds and upholds integrity, diligence, and transparency with vigor.

“Our mandate to manage our people’s money, and its process, are clearly outlined in our Citizen’s Charter, which is prominently placed in our offices and premises, and in our official website,” the DBM said.

The DBM, meanwhile, encouraged the public to report same fraudulent activities through (02) 735-4847. The agency guaranteed that the identities of callers will remain anonymous.

“The DBM urges the public to be more vigilant and discerning, and to report similar cases or any other suspicious undertaking using the name of the DBM, its Secretary, or any other official to advance their personal agenda and interest,” it added.
