OWWA allots P15-M for OFW children’s welfare program

MANILA — As the Overseas Workers Welfare Administration (OWWA) is launching the OFW Children’s Circle (OCC), which aims to address the societal impact of labor migration, a P15-million budget is allotted for the primary implementation of the said program to support children left behind by migrant Filipino workers.

“OCC programs and activities aim to help children cope with the negative effects and social costs of migration, not to mention the effects of the COVID-19 pandemic and other global emergencies,” the OWWA said in a statement on Tuesday. 

Under the OWWA Board Resolution No. 7, the OCC was officially approved last week, while its initial funding will be used for operational and administrative expenses. 

The Philippine Statistics Authority estimated in March that the number of OFWs stood at 1.77 million from April to September in 2020. Majority or 59.6% of OFWs are women, while 40.4% are men.

Last year, OFW remittances increased a record 5.1%, with overseas workers sending home $34.88 billion compared to $33.19 billion in 2020. This amount likewise surpassed the pre-pandemic high of $33,47 billion in remittances.

As the peso continues to drop against the US dollar, every dollar returned home by OFWs helps their families cope with rising commodity prices.

OWWA said, however, that having a parent abroad may have a negative impact on children’s wellbeing and mental health. The OCC will conduct particular activities aimed at “improving socializing skills and harnessing coping mechanisms of OFW children.”

It will also provide opportunities for OFW children to express their creativity and talent, and provide a means for them to learn about civic advocacies like environment and climate change, values reorientation, digital literacy, and anti-drug and substance abuse.

The OWWA also envisions the OCC as a means for OFW children to establish their own community and engage in policy and program development.

OWWA will initially deploy the OCC across its regional welfare offices in Metro Manila, Ilocos, Calabarzon, Central Visayas, and the Davao Region for its initial launch.
