House approves RBH7 on 2nd reading

MANILA – The House of Representatives adhered to its self-imposed timetable by approving, on its second reading, the resolution suggesting particular economic modifications to the 1987 Constitution on Wednesday.

During the plenary session, the House of Representatives endorsed Resolution of Both Houses (RBH) No. 7 through a voice vote. This resolution aims to eliminate foreign ownership restrictions in education, public utilities, and advertising as stipulated in the 1987 Constitution.

RBH No. 7 proposes specific changes concerning legislative franchises and ownership ratios in public utilities under Article XII, ownership ratios in basic educational facilities under Article XIV, and ownership ratios in advertising firms under Article XVI.

The key revisions proposed include the inclusion of the phrase “unless otherwise provided by law,” granting Congress the authority to adjust current economic limitations in the constitution, and the addition of the term “basic” in Article XIV.

Furthermore, it reaffirms the constitutional provision that allows Congress to propose amendments “upon a vote of three-fourths of all its members.”

RBH No. 7 mirrors the content of RBH No. 6, which was introduced by Senate President Juan Miguel Zubiri, along with Senators Loren Legarda and Juan Edgardo Angara.

The final approval of RBH No. 7 on its third reading is anticipated next week, prior to Congress’s Holy Week recess.
